Yes, you can use SatoshiPay on mobile browsers. You can top up and purchase items in the same way on a mobile browser as on a computer browser. Please be aware that the top-up you have made on another device (e.g. your computer) would not automatically appear on your mobile browser. The top-up you have made on your mobile would not automatically appear on your computer either. In this case, you would have to back up your wallet and import it to the new device.
